


University Memorandum No. 10 Series of 2026
Implementation of a Four (4)-Day Onsite and One (1)-Day Work-from-Home Arrangements
1. In compliance with Memorandum Circular No. 114 issued by the Office of the President of the Philippines, directing all government agencies, including State Universities and Colleges, to adopt energy conservation measures, and anchored on CSC MC No. 6, s. 2022 and CSC MC No. 1, s. 2025, which provide the policies and guidelines on Flexible Work Arrangements in the government to mitigate power demand and address the impact of rising petroleum and energy costs, Pampanga State University shall implement appropriate flexible work arrangements.
2. In line with the foregoing, the University shall implement a four (4)-day onsite work arrangement. On March 11, 16, 23, and 30, 2026, the following shall be observed:
a. Work-From-Home (WFH) arrangement for non-teaching personnel, except for personnel providing essential services such as security and utility services, who shall continue to report onsite as necessary.
b. Faculty members shall conduct online classes on the same dates.
3. Immediate supervisors shall assign specific tasks to their unit personnel for inclusion in their Accomplishment Reports, while Deans, Campus Directors and Principal shall monitor online classes to ensure continuity and quality of instruction.
4. During regular onsite classes and office operations, all officials, employees, and students are strictly enjoined to observe energy conservation measures in accordance with the provisions of the aforementioned Memorandum Circulars.
