Recognizing the importance of promoting environmental sustainability and responsible knowledge management, Pampanga State University (Pampanga State U), together with 20 other State Universities and Colleges (SUCs), officially inked a Memorandum of Understanding (MOU) with Biliran Province State University (BiPSU) via Zoom on February 26, 2026.

The agreement establishes the Green Knowledge Stewardship Consortium, a strategic alliance designed to advance environmental sustainability, digital transformation, and inter-institutional collaboration.

Through shared policies and systems, the participating SUCs aim to modernize higher education through climate-conscious institutional reforms.

Furthermore, the consortium aims to reduce excessive paper consumption and student expenses by requiring only one printed and hardbound copy for theses and dissertations.

The shift focuses on strengthening digital archiving and sustainable practices without compromising academic integrity or research rigor.

In her message, Commission on Higher Education (CHED) Commissioner Dr. Michelle Aguilar-Ong pointed out that this policy change is a direct contribution to saving the environment, noting that by making this shift, the universities are protecting more than just their resources; they are protecting the ecosystem itself.

“You will be saving 41 tons of carbon dioxide, 41 million pages, and 10,000 matured trees that will not be cut down because of this policy. You are part of that; you are part of this
history,” said Commissioner Ong.

Representing Pampanga State U during the signing were Executive Vice President Engr. Reden M. Hernandez, Vice President for Research, Innovation, Training and Extension Dr. Ranie B. Canlas, and Vice President for Student Affairs and Services Dr. Dolores T. Quiambao.

BiPSU was led by its University President, Dr. Victor C. Cañezo Jr., alongside key university officials.
