In an unannounced audit conducted by the Department of Energy (DOE), Pampanga State University (Pampanga State U) received an outstanding compliance rating of 97.89% or a 5-star rating for the university’s compliance with the Republic Act No. 11285, known as the Energy Efficiency and Conservation Act of 2019 on July 23, 2026. 

The Energy Efficiency and Conservation Unit, headed by Engr. Freniel R. Pampo, presented Pampanga State U’s efforts to comply with the DOE’s Government Energy Management Program. 

These initiatives include designating Energy Efficiency and Conservation professionals, implementing strategic solar installation projects, and upgrading lighting and air conditioning units.

“This recognition signifies a crucial LEAP forward in our sustainability journey,” said Energy Efficiency and Conservation Officer and Director for Administrative Services Office, Anna C. Dayrit

“We have sown a SEED for lasting change, and this achievement inspires us to do more,” she added.

DOE’s Senior Science Research Specialists, Engr. Juliuz Caesar G. Pantaleon, Engr. Mylene Pinky Cherry P. Bulalaque and Engr. Adrian Kristoffer L. Diaz conducted the energy audit on government agencies and institutions across the provinces of Bulacan and Pampanga.  

The delegation was welcomed by Pampanga State U’s Dr. Ranie B. Canlas, Vice President for Research, Innovation, Training and Extension; Dr. Dolores T. Quiambao, Vice President for Student Affairs and Services; and members of the administrative council.
