
Following the Memorandum of Agreement (MOA) signed between the Commission on Higher Education, Unified Student Financial Assistance System for Tertiary Education (UniFAST) and the Land Bank of the Philippines (LBP), Pampanga State University (Pampanga State U) has adopted an automated payout system to expedite the delivery of financial assistance to student beneficiaries starting April 2026.
Under this initiative, payouts for Tulong Dunong Program (TDP) and Tertiary Education Subsidy (TES) grantees will now be processed through LBP’s digital banking platform. Student grantees are expected to open a LANDBANK PISO Plus account, which will be used for the direct crediting of their financial assistance and incentives.
This digital shift ensures faster, more secure, and real-time access to funds for all program recipients. By automating disbursements, the university aims to eliminate long queues on campus and provide a more streamlined, efficient service for its scholars.
“This initiative reflects a growing trend in digital financial management, emphasizing efficiency, security, and transparency in handling funds. By transitioning from traditional cash-based methods to direct bank transfers, the system minimizes risks such as delays, misallocation, and security concerns,” Mark Ian Maguddayao, head of Scholarship Affair Unit (SAU), said in an interview.
He further discussed that this approach enhances the reliability of fund disbursement while promoting financial inclusion and responsible financial practices among beneficiaries.
The cashless payout initiative was led by Richard N. Briones, director of the Office of Admissions and Support Services that oversees the SAU.
