
Committed to advance semiconductor education and innovation, Pampanga State University (Pampanga State U) joined 13 partner Higher Education Institutions (HEIs) in officially signing a Memorandum of Agreement (MOA) with the University of the Philippines Open University (UPOU) during a ceremony held at the Edgardo B. Espiritu Room, Ang Bahay ng Alumni Convention Center, UP Diliman, Quezon City, on May 12, 2026.
The initiative was organized by University of the Philippines Open University and the Office of Commissioner Michelle Ong, in collaboration with the founding member HEIs, including Pampanga State U, Bataan Peninsula State University, Batangas State University, Benguet State University, Cavite State University, Gordon College, Holy Child Central Colleges, Ifugao State University, Panpacific University, Polytechnic University of the Philippines, President Ramon Magsaysay State University, Rizal Technological University, University of Baguio, and University of San Jose-Recoletos.
The partnership establishes the Taiwan Semiconductor Microcredentials Consortium, an initiative designed to strengthen the country’s talent pipeline.
By offering industry-aligned, stackable certifications in semiconductor design, manufacturing, testing, and advanced electronics systems, the program aims to equip graduates with globally competitive skills.
Under this agreement, students from the 13 HEIs will gain access to specialized online courses aligned with their program.
Based on academic performance, top-performing students may be recommended for advanced, hands-on training at semiconductor factories in Taiwan.
Representing Pampanga State U during the signing were Executive Vice President Engr. Reden M. Hernandez and Dean of the College of Engineering and Architecture (CEA) Engr. Jun P. Flores, along with CEA faculty members Dr. Mary Anne M. Sahagun, Engr. Nilo Q. Manuntag, Engr. Asil Kastle S. Dela Cruz, and Engr. Reynaldo H. Gomez Jr.
Meanwhile, the UPOU delegation was led by Chancellor Dr. Joane V. Serrano.
The partnership further advances the university’s internationalization efforts toward developing globally competitive professionals in the ASEAN region.
