“Today’s signing represents more than a formal agreement between two universities. It signifies our shared commitment to advancing education, strengthening institutional collaboration, and creating opportunities for meaningful academic engagement.”
These were the expressions of Dr. Ranie B. Canlas, Vice President for Research, Innovation, Technology, and Extension, to Shinawatra University (SIU) of Bangtoey, Thailand, as he delivered his closing remarks during the ceremonial signing of the Memorandum of Understanding (MOU) at the University Hostel on October 28, 2026.
Dr. Canlas voiced his appreciation to the Thai university for its trust, confidence, and willingness to establish a partnership with Pampanga State University (Pampanga State U).
The MOU between the Pampanga State U and SIU focuses on four core areas of collaboration: joint faculty research and grant applications, student exchange opportunities across undergraduate and graduate levels, professional development through shared seminars and workshops, and mutual knowledge sharing supporting the UN Sustainable Development Goals.
Representing SIU is Dr. Aleksei Nekhaev, Director for University Language and General Education Center stated that the partnership would just be the beginning of great events and expressed plans to invite the university and its students to visit.
Dr. Nekhaev also noted that SIU could conduct research together through their faculties and international collaborators across multiple sides rather than limiting cooperation solely to their two institutions.
Also present alongside Dr. Canlas was Pampanga State U’s Research Management Office (RMO) Director, Dr. Robin B. Dimla, along with RMO center managers and staff.
