Focusing on advancing research, development, and extension programs with primary emphasis on emerging technologies and public data analytics, Pampanga State University (Pampanga State U) officially signed a Memorandum of Understanding (MOU) with LAYERTech Software Labs, Inc. at the University Hostel on June 14, 2026.
The MOU establishes a framework for collaboration on mutually agreed programs, projects, and activities. These may include, but are not limited to, training programs that equip Micro, Small, and Medium Enterprises (MSMEs) with digital knowledge and skills, as well as collaborative research initiatives, such as studies on the mental health effects of artificial intelligence on youth in partnership with CyberGuardiansPH.
The Pampanga State U delegation was led by Dr. Ranie B. Canlas, Vice President for Research, Innovation, Training and Extension. LAYERTech Software Labs, Inc. was represented by its President and Data Scientist, Frei Sangil. The meeting was also attended by Roberto Paolo T. Sangil, Executive Director of CyberGuardiansPH, who paid a courtesy visit and introduced the organization's initiatives. The discussion also explored potential areas for future collaboration between Pampanga State U and CyberGuardiansPH.
This initiative was championed by the Pampanga State U Graduate School Master of Information Technology program and the Mexico Campus.
