
To expand international networks and elevate global education standards, Pampanga State University (Pampanga State U) formalized its partnership with the Human Resource University (HRU) of the Kingdom of Cambodia through a virtual Memorandum of Agreement (MOA) signing ceremony held via Zoom on July 9, 2026.
The agreement officially establishes the SAGISAG Program, which stands for Strategic Alliance for Global Innovation, Scholarly Works, Advancement in Instruction, and Generative Extension. This framework aims to strengthen cross-border academic collaboration, enhance joint research capabilities, and promote innovation and technology transfer between the two higher education institutions.
Under this strategic alliance, both universities will actively collaborate on joint research projects, faculty and student academic exchanges, and community extension programs. The partnership is also designed to drive capacity-building initiatives, facilitate knowledge-sharing activities, and spur the development of innovative institutional programs.
Representing Pampanga State U during the ceremonial signing were Extension Services Office (ESO) Director Engr. Roderick M. Favorito, along with ESO center managers; Office of International Partnerships and Programs Director Dr. Mildred Crisostomo; and College of Hospitality and Tourism Management (CHTM) Dean Kathleen Joyce M. Coronel, together with project leaders Santa L. Merle and Jeaneth D. Serna, who presented the "Mabuhay Project"—the college's official flagship program for local and Cambodian community extension, which was formally acknowledged by HRU during the event.
Meanwhile, the HRU delegation was led by Rector Dr. Chea Sopheap; Vice Rector Dr. Chhun Noch; Head of International Relations Prof. Ramo Rin, and various faculty deans.
