
“Policies do not protect people; people do. You do the protection.”
These words were reflected in the keynote speech of Dr. Maura Consolacion D. Cristobal, Director IV of the Commission on Higher Education Regional Office III, during the culminating program of the National Women’s Month Celebration (NWMC) of Pampanga State University (Pampanga State U), held at the Dr. Ernesto T. Nicdao Sports Center on March 26, 2026.
“I encourage everyone here to stand firm, speak up, and act. Because the challenge now is no longer awareness; my challenge to Pampanga State University is courage,” Dr. Cristobal stated.
In her remarks, she emphasized the importance of living with comfort and responsibility by not normalizing disrespect in jokes and behavior, regardless of status, age, or culture, and by refusing silence when dignity is at stake.
Dr. Cristobal concluded her speech by expressing hope that the University’s advocacy would be demonstrated not only in words but also in action.
Alongside Dr. Cristobal as a guest of the event was Jay Allan Manalo, a representative from Malacañang Palace.
On the other hand, Dr. Enrique G. Baking, University President, announced a milestone that reflects the University’s shared journey toward advancing gender and development.
“Pampanga State University has been shortlisted as one of the few qualifiers nationwide for the GADtimpala Award,” Dr. Baking said.
“This is indeed a historic milestone in our GAD journey and truly deserving of a big round of applause for everyone,” he added.
As part of the program, special citations, finalists, and awardees for GADParangal 2026 were given to recognize the GAD projects and initiatives implemented by various student organizations, academic units, and non-academic units.
