
Building on the Memorandum of Understanding (MOU) forged last year between Pampanga State University (Pampanga State U) and Cambodia’s Human Resource University (HRU), the two institutions officially launched the Graduate School (GS) Faculty Exchange Program through a virtual ceremony held via Zoom on June 17, 2026.
The program is designed to enhance graduate education internationalization through curriculum development, faculty collaboration, research engagement, and academic networking.
The initiative also seeks to expand opportunities for graduate students, professors, researchers, and administrators while promoting cross-cultural knowledge exchange and borderless learning between the Philippine and Cambodian institutions.
During the ceremony, Executive Vice President Engr. Reden M. Hernandez expressed confidence that the initiative would strengthen the University's graduate education programs and foster meaningful knowledge exchange between the two institutions.
“This partnership will ascertain diverse perspectives, elevate our graduate curricula, and expand the knowledge and experience ecosystem; a true measure of an internationalized graduate education,” Engr. Hernandez remarked.
Complementing this institutional perspective, Dr. Chhun Noch, Vice President in Charge of Academic Affairs at HRU, emphasized the role of the Faculty Exchange Program in advancing professional engagement and institutional collaboration.
“I think this Faculty Exchange Program provides the structural platform through which our faculty members may engage with their colleagues from other academic environments and share the professional experiences and contribute to the academic activity of the host institution,” Dr. Noch stated.
Joining EVP Hernandez in the virtual launch were Vice President for Student Affairs and Services and Concurrent Dean of the Graduate School, Dr. Dolores T. Quiambao; Director of the Office for International Partnerships and Programs (OIPP), Dr. Mildred M. Crisostomo; and the OIPP staff.
Representing HRU alongside Dr. Noch were Dr. Chan Horm, Dean of the Faculty of Arts, Humanities, and Languages, and Mr. Rin Ramo, Head of International Relations. Two exchange professors, Dr. Kong Seaneng and Dr. Pheng Sophan, were also present to mark the start of the collaboration.
